According to the announcement, the Steam release has been delayed indefinitely for now. ArenaNet says that this is due to the upcoming expansion Guild Wars 2: End of Dragons. At the end of Summer 2020, we first got to know of End of Dragons. They were quite surprised by the amount of hype they got due to this. It soon became their top priority to deliver this next expansion. Due to this, all of their focus went on this, and consequently, they decided to put the Steam release for Guild Wars 2. The people at ArenaNet only want to focus on the betterment of the End of Dragons. They want to make sure that it is of high quality, and has no issues. Furthermore, they also plan on making an insane climax to The Icebrood Saga. And, they even added that The Icebrood Saga: Champions will have its first trailer released on November 5, 2020.
