UPDATE 7/19: It appears that Xbox Live services are back up and running.

As of 6:57 p.m. EST, Xbox users seem to be experiencing trouble entering into their Xbox Live accounts. Regrettably, the Xbox Live community has been irritated by the troubles that gamers have been having lately.
Previously, on 2nd July, Xbox had a significant service outage that prevented users of Xbox One and Xbox Series X/S from logging into their systems and accessing online content. It seems that the same thing has happened once more.
Xbox Support recently stated that there was a user-impacting outage. Many users are currently unable to get into their accounts, according to a tweet. Xbox Support stated that a solution is being developed and that its teams are aware of the problem.

Regretfully, there is currently no estimated time of arrival for the resolution of the problems with Xbox Live account login. Although most outages are short-lived, the most recent significant one on 2nd July required hours to resolve.
It should come as no surprise that a large portion of the Xbox community is upset over another Xbox Live service interruption so soon after. Many others expressed their dissatisfaction with what they saw as inconsistent treatment in the comments section following the Xbox Support tweet.
With any luck, the problems with Xbox Live will soon be fixed, allowing consumers to resume utilizing the Xbox services they are used to.
