Thankfully, Microsoft has heard your cries—over the cacophony of their own Xbox consoles, no doubt—and is introducing a feature that will completely muffle startup sounds. You will be able to change the Xbox swoosh to a shoosh, yes. The option of a silent starting is already accessible to Xbox system software testers in Microsoft's Alpha test ring, so everyone else will probably adopt it within the next month.
Microsoft announced in a new blog post on impending system software upgrades, "We have added a new option which allows you to minimize startup sounds." Go to Settings > General > Volume & audio output > Additional settings to access it.
