There are numerous restrictions to be aware of with AMD's Ryzen 9 7950X, which will be the next-generation flagship product for the Zen 4 processor. 

The newest Zen 4 disclosure was reported by HXL on Twitter, a frequent source of hardware leaks. The latest Zen 4 leak originates from a Weibo user, a social networking site in China, thus it should be regarded with more care than normal.

As per the claims by the leakers, Ryzen 9 7950X is witnessed to operate at a speed of 5.85GHZ with PBO (Precision Boost overdrive) which indicates a better performance out of the chip. Simultaneously, Intel's Raptor Lake flagship is assumed to run at a high speed of 5.8GHZ throwing a neck-to-neck battle between Zen 4 and Intel’s 13th-gen silicon. 

A screenshot showcasing the pre-release of 7950X's CPU-Z shows a speed of 5.85GHz, which is consistent with the highest speed previously suggested for the Zen 4 flagship via Angstronomics (a reliable source). 

Although we should certainly be somewhat suspicious about this claim, the fact that the 7950X has the potential for such a bump is undoubtedly fairly surprising. The leaker now claims that the Ryzen CPU can truly be overclocked to 5.7GHz, with 5.85GHz being recorded by PBO (Precision Boost Overdrive – the automatic overclocking option you may use to slightly enhance the performance of your processor). 

For obvious reasons, AMD will have its authorized (default) max turbo specified at a reasonably low level so all chips can dependably achieve it. However, precise speeds will vary depending on the quality of the processor customers purchase given that there is always considerable variation between CPU models. 

Regardless of the Ryzen 9 7950X's precise peak boost speed, it appears that it will be in the same ballpark as Raptor Lake's champion, the Core i9-13900K. This is yet another indication that perhaps the conflict between Zen 4 and Intel's 13th-gen silicon could be quite close.
